If you’re about to sit the SMSTS course, one of the first things you’ll want to know is what the exam looks like. What types of questions will you face? How long do you have? What’s the pass mark?

What Is the SMSTS Exam?
The SMSTS exam is a written assessment on the final day of the five-day Site Management Safety Training Scheme course. The CITB (Construction Industry Training Board) designed it to confirm you understand the course content and can apply it on site.
The exam isn’t the only thing that determines your result. Three components make up your final assessment: the written exam, a trainer review of your participation, and a case study task. You need to pass all three to receive your SMSTS certificate.
Active participation during the five days matters just as much as the exam itself. Tutors assess your engagement in group discussions, presentations and case study exercises throughout the week.
SMSTS Exam Format: How the Test Works
The SMSTS exam lasts 35 minutes and contains 25 questions. These split into two sections:
Section 1 — Multiple Choice (18 questions): Each question presents four possible answers. You select the correct one, and each carries 1 mark. Multiple choice might sound straightforward. However, many questions require you to apply your knowledge to specific scenarios. Some ask you to select two correct answers, so read each one carefully.
Section 2 — Short Written (7 questions): These draw from case studies describing realistic construction site scenarios. You write short answers showing your understanding. Each carries up to 2 marks. You must provide both elements of the answer for full marks. If you only answer one part correctly, you may score zero for that question.
Open Book and Closed Book Sections
During the first 20 minutes, you cannot use any reference materials. In the final 15 minutes, you can refer to the two course textbooks: Construction Site Safety (GE 700) and the SMSTS Delegate Workbook (XA6). Your course fee covers both books.
What Is the SMSTS Pass Mark?
You need an overall score of 80% to pass. That means answering at least 20 out of 25 questions correctly.
However, there’s an important detail many delegates miss. The exam includes safety critical questions. These test fundamental safety principles, and you must get all of them correct to pass. The exam typically contains five.
You could score 80% overall and still fail if you get a safety critical question wrong. The CITB includes these because site managers carry direct responsibility for everyone’s safety on site.
SMSTS Exam Topics: Legislation, Risk and Safety
The SMSTS exam can draw questions from any topic covered during the five-day course. The SMSTS course covers a wide range of health, safety and environmental management subjects.
Health and Safety Legislation: Expect questions on the Health and Safety at Work Act 1974, CDM Regulations 2015, Work at Height Regulations 2005 and COSHH Regulations. You’ll need to know who holds legal responsibilities and what those responsibilities involve.
Risk Assessment and Method Statements: Questions cover identifying hazards, evaluating risk levels and implementing control measures. You should understand the hierarchy of control and how to produce RAMS.
Working at Height: Falls from height remain the leading cause of fatal injuries in construction. This makes it one of the most heavily tested areas. Questions may cover scaffold inspections, edge protection, harness use, rescue plans, MEWPs and ladder safety.
Excavations and Confined Spaces: You may face questions about safe excavation procedures, shoring and battering. Permit-to-work systems and emergency rescue arrangements also come up frequently.
SMSTS Exam Topics: Environment, Communication and Specialist Areas
Fire Safety and Emergency Procedures: Questions cover fire prevention, fire risk assessment, means of escape and the site manager’s responsibilities during emergencies.
Site Welfare and Environmental Management: Topics include welfare facility requirements, noise management, dust control and waste management. In 2026, the exam places greater emphasis on psychological safety and workload management.
Communication and Leadership: Questions test your knowledge of toolbox talks, site inductions and safety briefings. The SMSTS places strong emphasis on the site manager’s role as a safety leader.
Demolition, Temporary Works and Structural Stability: Questions may cover demolition procedures, temporary works coordination and structural stability during construction phases.
COSHH and Hazardous Substances: You’ll face questions on the COSHH Regulations. These cover identifying hazardous substances, reading safety data sheets and implementing exposure controls. Expect scenarios involving cement, silica dust or lead paint.
Manual Handling and Plant Safety: Topics include safe lifting techniques, the Manual Handling Operations Regulations and plant management on site. Questions may present scenarios involving deliveries or crane operations.
Electrical Safety: Expect questions on isolation procedures, reduced voltage equipment (110V), RCDs and overhead or underground power lines.
The 12 SMSTS Course Modules That Feed Into the Exam
The SMSTS course covers 12 core modules over the five days. Exam questions can come from any of them. Understanding the full scope helps you prioritise your revision time.
The modules include: health and safety law, CDM 2015 duties, risk assessment, occupational health, working at height, excavations and confined spaces, demolition, fire prevention, environmental management, site set-up and welfare, communication and behavioural safety, and monitoring and reporting.
Each module builds on the last. Day one typically covers the legal framework and responsibilities. Days two and three tackle the practical high-risk topics like working at height, excavations and demolition. Day four focuses on occupational health, environmental management and behavioural safety. Day five brings everything together with the case study, final revision and the exam.
This structure means the exam tests both early-week theoretical knowledge and late-week practical application. Don’t switch off after the “hard” topics on days two and three. The welfare, communication and environmental modules also generate exam questions — and delegates often lose marks here because they expected only high-risk topics.
How the SMSTS Exam Differs From Mock Tests

The real exam includes written questions, not just multiple choice. Mock tests typically only cover the multiple choice format. The written section requires you to construct answers in your own words, which demands deeper understanding.
The real exam also includes safety critical questions that you must get right. Most online mock tests don’t flag which questions carry this extra weight. Use mock tests to build familiarity with the topics, but remember that the real exam goes deeper.
Timing is another factor. The 35-minute limit feels comfortable for 18 multiple choice questions. However, the 7 written questions require clear, structured answers. Practise writing concise responses under time pressure. Delegates who run out of time almost always do so in the written section.
Example SMSTS Question Types
We can’t share the actual exam questions — CITB keeps these confidential. However, we can describe the three types you’ll encounter.
Knowledge-based questions test whether you can recall key facts, figures and legislation. You might need to identify scaffold inspection requirements or state the minimum welfare facilities a site needs.
Scenario-based questions present a realistic construction site situation and ask you to pick the correct course of action. These test your judgement and decision-making ability.
Case study questions (the written section) describe a complex workplace scenario. You then analyse the situation, identify hazards, evaluate risks and recommend control measures. These mirror the decisions you’ll make as a site manager every day.
The best preparation? Engage actively with every part of the course. The tutors design their delivery around the assessment. Pay attention during the five days and you’ll cover everything you need.
What Are SMSTS Safety Critical Questions?
Safety critical questions test your understanding of principles that keep people alive on construction sites. They typically cover situations where a wrong answer could mean serious injury or death in the real world.
Common themes include working at height and fall protection, excavation safety and collapse prevention, confined space entry and rescue, electrical safety and isolation, and fire and emergency response.
You must answer every safety critical question correctly to pass. This isn’t about memorising answers — it’s about genuinely understanding the principles. Engage actively throughout the course, understand the “why” behind each safety rule, and you’ll handle these confidently.
What Happens If You Fail the SMSTS Exam?
First, don’t panic. If you score above 71% and pass the trainer review but miss a safety critical question, you can resit. You have 90 days to complete the resit. Attend the final day of another SMSTS course, or resit on the same day.
If your score falls below 71%, you’ll need to attend the full five-day course again.

How to Prepare for SMSTS Exam Questions
The most effective preparation happens during the course itself. Here are practical tips from our tutors:
Engage fully during the five days. The SMSTS is intensive and every session relates to the exam. Participate in group discussions, ask questions and contribute to exercises. Delegates who pass most comfortably treat the course as an active learning experience.
Take detailed notes. Your notes will prove invaluable when revising and during the open-book section. Focus on legislation references, numerical thresholds and the hierarchy of control. Write down any mnemonics or memory aids your tutor shares — these often relate directly to exam content.
Learn the textbook layout. Get familiar with the GE 700 and Delegate Workbook. Knowing where to find information quickly saves valuable minutes during the open-book section. Use sticky tabs or bookmarks on key chapters. Many delegates waste time flipping through unfamiliar pages when they could find the answer in seconds.

After the Exam: Your SMSTS Certificate
Once you pass, you’ll receive your SMSTS certificate — officially known as a Site Safety Plus certificate. The CITB uploads your qualification to the card checker portal automatically, giving you an instant digital record.
Your SMSTS certificate lasts five years. Before it expires, you’ll need to complete an SMSTS Refresher course to keep your qualification active. If you let it lapse, you’ll need to sit the full five-day course again.
Build UK and the United Kingdom Construction Group (UKCG) both endorse the SMSTS. Employers across the UK construction industry treat it as a standard requirement for site management roles and often require it for the CSCS Black Card.
How Does the SMSTS Exam Compare to the SSSTS Exam?
If you’re choosing between the SMSTS and the SSSTS course, it helps to understand how the assessments differ. The SSSTS exam contains 22 multiple choice questions and 3 written questions, with a similar 80% pass mark. The SMSTS exam is tougher — 25 questions covering a broader range of management-level responsibilities.
