    What is SMSTS?

    SMSTS stands for Site Management Safety Training Scheme. It is a five-day course developed and certificated by CITB (the Construction Industry Training Board) under its Site Safety Plus programme. It is specifically designed for construction site managers and those who manage construction work.

    The course covers health and safety legislation as it applies to construction sites, CDM 2015 regulations, risk assessment, site organisation, environmental considerations, and the legal responsibilities of those in charge of construction work. Delegates complete a written test and a project assessment over the five days.

    SMSTS is referenced in the Approved Code of Practice for CDM 2015 as evidence of competence for the role of site manager. Most principal contractors in the UK require site managers to hold a current SMSTS certificate as a minimum. The certificate is valid for five years, after which a two-day SMSTS Refresher must be completed to remain certified.

    What is the NEBOSH General Certificate?

    NEBOSH stands for the National Examination Board in Occupational Safety and Health. The NEBOSH General Certificate (formally the NEBOSH National General Certificate in Occupational Health and Safety) is one of the most widely recognised health and safety qualifications in the world. It is not specific to construction. It covers occupational health and safety across all industries and work environments.

    The qualification involves considerably more study than SMSTS. Candidates typically complete a minimum of 70 guided learning hours across two units, covering health and safety management systems, workplace hazards, and risk control. Assessment is via two open-book examinations and a practical risk assessment completed in your own workplace.

    The NEBOSH General Certificate is broadly equivalent to a Level 3 qualification and is widely regarded as the recognised entry point for a career in health and safety. It is accepted by employers across construction, manufacturing, logistics, facilities management, and many other sectors.

    Who needs SMSTS?

    SMSTS is the right qualification if you manage or are responsible for a live UK construction site. Specifically, you need SMSTS if you are:

    • A site manager or project manager on a construction site
    • A contracts manager with direct responsibility for site safety
    • A self-employed contractor managing others on site
    • A principal contractor’s representative with day-to-day site responsibility
    • Seeking work in construction site management and principal contractors require it

    SMSTS is the qualification principal contractors will ask for by name. If a job advert for a construction site manager role lists a health and safety requirement, it will almost always specify SMSTS. Holding NEBOSH alone, even the NEBOSH Construction Certificate, does not automatically satisfy this requirement because SMSTS is tied specifically to the CITB Site Safety Plus framework and the CDM 2015 Approved Code of Practice.

    Who needs the NEBOSH General Certificate?

    The NEBOSH General Certificate is the right qualification if your role is or will be focused on health and safety as a specialism, rather than construction site management. It is the recognised starting point for a career in occupational health and safety. You should consider the NEBOSH General Certificate if you are:

    • Aiming to work as a health and safety advisor, officer or manager
    • Working in a health and safety role across multiple industries or sectors
    • Looking to progress toward a NEBOSH Diploma or Chartered membership of IOSH
    • Working in facilities management, manufacturing, logistics or another non-construction sector where NEBOSH is the employer standard
    • A construction professional moving into a dedicated health and safety advisory role rather than site management

    The NEBOSH General Certificate carries significant weight with employers outside construction. If you want a health and safety career that is not limited to one sector, it is the more transferable of the two qualifications.

    Is SMSTS equivalent to NEBOSH?

    No. They are not equivalent, and they are not alternatives to each other. They serve different purposes and are designed for different roles.

    SMSTS is a practical, site-management-focused course that is tightly aligned to the CDM 2015 regulations and the demands of running a UK construction site. It is generally considered easier to obtain than NEBOSH and takes significantly less time to complete.

    The NEBOSH General Certificate is a more academically rigorous qualification that involves greater study depth, covers a broader range of workplace hazards across all industries, and carries more weight for dedicated health and safety career roles. It is set at a higher level and the associated cost and time commitment reflect that.

    Neither qualification substitutes for the other in the context it was designed for. A site manager cannot present a NEBOSH certificate instead of an SMSTS certificate to a principal contractor. Equally, an employer hiring a health and safety advisor will not treat SMSTS as equivalent to NEBOSH.

    If I have NEBOSH, do I still need SMSTS?

    In most cases, yes. If your role involves managing a construction site, SMSTS is typically required regardless of what other qualifications you hold. Principal contractors specify SMSTS because it is the qualification recognised in the CDM 2015 Approved Code of Practice for the site manager role. NEBOSH, however prestigious, does not directly replace it in that context.

    Many experienced construction professionals hold both. SMSTS satisfies the site management requirement. NEBOSH adds depth, credibility, and opens routes to health and safety advisory or strategic roles alongside or beyond site management.

    Can SMSTS replace NEBOSH?

    No. If your goal is a career in health and safety rather than construction site management, SMSTS will not meet employer expectations. It is a site-management course rather than a health and safety qualification in the professional sense. Employers hiring H&S advisors and officers require NEBOSH or an equivalent accredited qualification. SMSTS would be seen as supportive background experience, not a qualification in its own right for a health and safety career.

    Should I do both?

    For some professionals, yes. The combination of SMSTS and NEBOSH is genuinely powerful in construction. SMSTS demonstrates practical site management competence and satisfies the CDM requirement. NEBOSH demonstrates a deeper understanding of health and safety principles and risk management. Together, they position you well for senior site management, health and safety management, and principal contractor roles.

    The typical order is SMSTS first, as it is faster to obtain and satisfies the immediate requirement for site-based work. NEBOSH follows as career progression or if you want to move into a health and safety specialism.

    What about the NEBOSH Construction Certificate?

    The NEBOSH Health and Safety Management for Construction certificate is a separate qualification to the NEBOSH General Certificate. It is construction-specific, covers a higher level of technical health and safety knowledge than SMSTS, and is particularly valued for construction health and safety manager and advisor roles. It sits at NVQ Level 4 equivalent.

    How do SMSTS and NEBOSH fit with NVQs and CSCS cards?

    Neither SMSTS nor NEBOSH alone qualifies you for the CSCS Black Manager card. The black card requires an NVQ Level 5, 6 or 7 in a relevant construction management qualification. SMSTS is commonly completed alongside an NVQ Level 6 as supporting evidence of management competence, but it is the NVQ that triggers the CSCS card.

    NEBOSH, including the NEBOSH Diploma, can support applications for the white CSCS card (academically qualified person) in certain circumstances, but this depends on the specific qualification level and CSCS criteria at the time of application.

    How does IOSH Managing Safely compare?

    IOSH Managing Safely is often mentioned alongside SMSTS and NEBOSH. It is a shorter course covering the fundamentals of health and safety management for line managers across all sectors. It does not carry the site-management specificity of SMSTS or the career weight of NEBOSH. It is the right course for managers who need a solid grounding in health and safety without a career in H&S or construction site management.
