The SSSTS course explains exactly what site supervisors are legally and practically responsible for on UK construction sites. If you supervise operatives, subcontractors or small teams, you are responsible for enforcing health and safety standards, monitoring compliance, conducting briefings, identifying risks and preventing accidents. This guide explains those responsibilities clearly and shows how the SSSTS course prepares you to meet legal duties confidently and competently while progressing your construction career.
What Is the Legal Role of a Site Supervisor
Under the Health and Safety at Work Act 1974 and CDM Regulations 2015, supervisors have direct responsibility for ensuring safe systems of work are followed. While directors and site managers create policy, supervisors enforce it daily on site.
Your core responsibilities include:
- Ensuring workers follow method statements and risk assessments
- Stopping unsafe acts immediately
- Monitoring high risk activities such as working at height and lifting operations
- Reporting hazards and incidents
- Delivering toolbox talks
- Promoting a positive safety culture
How SSSTS Fits Within the Site Safety Plus Structure
SSSTS forms part of the CITB Site Safety Plus scheme. It is designed for supervisors who sit between labour level and site management level.
If you are new to construction, the Health and Safety Awareness course is the entry point. If you progress into site management, the next step is the SMSTS course.
This structured progression strengthens your career pathway from supervisor to site manager.
Risk Assessment and Method Statement Enforcement
Supervisors must understand how risk assessments are created and how they apply to daily tasks. You may not always write them, but you are responsible for enforcing them.
- Checking control measures are implemented
- Ensuring correct PPE is worn
- Monitoring compliance during task execution
- Escalating concerns to site management
If your responsibility extends into environmental compliance, you may also benefit from the SEATS course, which covers environmental management responsibilities.
Monitoring High Risk Activities
Supervisors are expected to monitor:
- Working at height
- Excavations
- Lifting operations
- Temporary works installations
- Use of plant and machinery
If you manage temporary works, consider progressing to the Temporary Works Supervisor course or the Temporary Works Coordinator course for higher responsibility roles.
Career Progression After SSSTS
SSSTS strengthens your supervisory credibility. Many supervisors progress into:
- SMSTS site management roles
- NEBOSH General Certificate for broader health and safety careers
- NVQ Level 3 or Level 6 qualifications for CSCS Black Card eligibility
This progression pathway signals competence, leadership and regulatory understanding to employers.
