If you’re working towards an NVQ in construction, one of the most practical questions you’ll have is: what CSCS card does it actually get me? The answer depends on the level of your NVQ, and getting it right matters. The wrong card can mean being turned away from site.
This guide maps every NVQ level to its corresponding CSCS card, so you know exactly where your qualification will take you. Whether you’re just starting out with a Level 2 trade NVQ or progressing through to a Level 7 senior management qualification, here’s what to expect.
How NVQ Levels and CSCS Cards Work Together
CSCS cards are the standard way the UK construction industry demonstrates that workers have the right qualifications and health and safety knowledge for their role. The card colour corresponds to your occupation and the level of qualification you hold.
NVQs are the most widely accepted route to most CSCS card colours because they are competence-based qualifications assessed in the workplace. Unlike taught courses, an NVQ proves you can actually do the job, which is exactly what CSCS and site managers want to see.
Almost every NVQ level maps to a specific card colour. Here’s how it breaks down.
NVQ Level 2: Blue CSCS Skilled Worker Card
Completing an NVQ Level 2 in a construction trade qualifies you for the Blue Skilled Worker Card. This is one of the most common cards on site and is required for tradespeople who have demonstrated occupational competence in their specific trade.
The Blue Card applies to a wide range of Level 2 trades, including:
- Plastering
- Roofing
- Carpentry and joinery (Wood Occupations)
- Groundworks and civil engineering
- Demolition
- Tiling
- Flooring
- Cladding
- Plant operations
- Interior systems (dry lining and partitioning)
You will also need to pass the CITB Health, Safety and Environment (HS&E) test before applying for the card.
The Blue Card lasts five years. After that, you can renew it by holding a current HS&E test certificate and your NVQ Level 2 qualification.

NVQ Level 3: Gold CSCS Supervisor Card
An NVQ Level 3 in a supervisory or advanced trade role qualifies you for the Gold Supervisor Card. This card is aimed at workers who have moved into a supervisory position or who hold an advanced trade qualification.
The most direct Level 3 route is the NVQ Level 3 in Occupational Work Supervision, which is specifically designed for site supervisors overseeing the work of others. Completing this qualification, alongside the CITB HS&E Supervisory test, gets you the Gold Card.
Other Level 3 NVQs that qualify for the Gold Card include:
- NVQ Level 3 Contracting Operations
- NVQ Level 3 Painting and Decorating
The Gold Supervisor Card is often the natural next step for someone who has held a Blue Card and been promoted to a supervisory role. It complements qualifications like the Site Safety Supervisors Training Scheme (SSSTS), which many supervisors hold alongside their NVQ.
NVQ Level 4: Gold CSCS Manager Card
An NVQ Level 4 qualifies you for a Gold Manager Card, which covers construction supervisors and managers who have not yet reached senior management level. This is typically relevant for roles such as:
- Site supervisors with management responsibilities
- Construction foremen progressing into management
- Crane supervisors and appointed persons in lifting operations
The most commonly held Level 4 qualifications are the NVQ Level 4 in Construction Site Supervision and the NVQ Level 4 Crane Supervisor. Both lead to the Gold Manager Card.
At Level 4, many workers also pair their NVQ with the Site Management Safety Training Scheme (SMSTS), which is the industry standard health and safety qualification for managers and supervisors.
NVQ Level 5: Gold CSCS Manager Card
NVQ Level 5 also qualifies for the Gold Manager Card. The most notable Level 5 qualification in this category is the NVQ Level 5 Appointed Person Controlling Lifting Operations, which is aimed at senior lifting professionals.
If you hold an NVQ Level 5 and are in a management role, you may also want to consider whether an NVQ Level 6 is the right next step. The jump from Gold to Black Card (see below) requires Level 6 or above.
NVQ Level 6: Black CSCS Manager Card
This is where things get significant. An NVQ Level 6 qualifies you for the Black Manager Card, which is the card held by experienced construction managers, project managers, and senior professionals.
The Black Card is one of the most sought-after CSCS cards in the industry. It demonstrates senior-level competence and is often a contractual requirement on large commercial projects, infrastructure works, and public sector contracts.
There are three Level 6 NVQ qualifications that lead to the Black Card:
- NVQ Level 6 Diploma in Construction Site Management — for site managers overseeing day-to-day site operations
- NVQ Level 6 Contracting Operations Management — for managers in contracting and commercial construction environments
- NVQ Level 6 Diploma in Occupational Health and Safety — for H&S professionals operating at management level
All three require you to pass the CITB HS&E Managers and Professionals (MAP) test to apply for the Black Card.
The Black Card lasts five years and can be renewed as long as you hold a current MAP test certificate and your Level 6 NVQ remains valid.
Many Black Card holders also hold the SMSTS qualification, as the two are often required together on major projects. If you are aiming for the Black Card through a Level 6 NVQ, you can read more about what to expect in our guide to why you should take an NVQ Level 6.
NVQ Level 7: Black CSCS Manager Card
An NVQ Level 7 also qualifies for the Black Manager Card. At this level, the qualification is aimed at senior site managers, construction directors, and strategic health and safety leaders.
Target Zero offers two Level 7 qualifications:
- NVQ Level 7 Diploma in Construction Senior Management — for senior site managers and construction directors
- NVQ Level 7 Strategic Health and Safety Leadership and Management — for H&S professionals at director or strategic level
While both Level 6 and Level 7 lead to the same Black Card, there are good reasons to pursue Level 7 if your career trajectory is towards senior management or directorial roles. You can read more in our guide to what an NVQ Level 6 is equivalent to to understand how the two levels compare in terms of academic and professional recognition.
Quick Reference: NVQ Level to CSCS Card
| NVQ Level | CSCS Card | Card Colour | Typical Role |
|---|---|---|---|
| Level 2 | Skilled Worker Card | Blue | Tradesperson / operative |
| Level 3 | Supervisor Card | Gold | Site supervisor / advanced trade |
| Level 4 | Manager Card | Gold | Site supervisor / manager |
| Level 5 | Manager Card | Gold | Appointed person / senior supervisor |
| Level 6 | Manager Card | Black | Site manager / H&S manager |
| Level 7 | Manager Card | Black | Senior site manager / director |
Do You Still Need to Pass the HS&E Test?
Yes. Holding an NVQ is only part of the CSCS card requirement. For every card colour, you also need to pass the appropriate CITB Health, Safety and Environment test:
- Blue Card: Operative or Specialist HS&E test
- Gold Supervisor Card: Supervisory HS&E test
- Gold/Black Manager Card: Managers and Professionals (MAP) test
The test must be passed within the last two years for your application to be valid. CSCS will not issue a card on the basis of an NVQ alone.
What About Industry Accreditation Cards?
It’s worth noting that Industry Accreditation (IA) cards, which allowed workers to obtain certain CSCS cards without an NVQ, expired in December 2024. If you were previously on this route, you now need a full NVQ to apply for or renew a Blue or Gold Card. This change has increased demand for NVQ assessments significantly, particularly at Level 2 trade level.
If your IA card has expired and you haven’t yet started your NVQ, call us on 01245 379496 to discuss your options.
Which NVQ Do You Need?
The right NVQ depends on your trade, your current role, and the card you’re working towards. Here’s a simple starting point:
- Working in a trade and need a Blue Card? You need an NVQ Level 2 in your specific occupation.
- Supervising a team and need a Gold Card? Look at the NVQ Level 3 in Occupational Work Supervision, or an advanced Level 3 in your trade.
- Managing a site and need a Black Card? An NVQ Level 6 in Construction Site Management is the most common route.
- Working in health and safety at management level? The NVQ Level 6 in Occupational Health and Safety leads directly to the Black Card.

Frequently Asked Questions
Can I get a CSCS card without an NVQ?
The Green Labourer Card does not require an NVQ — it requires the CITB HS&E Operative test and, for most routes, a CSCS-approved construction-related qualification. The Red Trainee Card is available for those still in training. All other card colours, including Blue, Gold, and Black, now require an NVQ since the Industry Accreditation route closed in December 2024.
Does an NVQ Level 6 automatically give me a Black Card?
Not automatically. You need to complete the NVQ Level 6, pass the CITB MAP test, and then apply to CSCS directly. The card doesn’t come through your training provider — you apply yourself once both requirements are met.
How long does an NVQ take to complete?
It depends on the level. Level 2 trade NVQs typically take 3 to 6 months. Level 6 qualifications usually take 6 to 12 months depending on your role and the evidence you can provide. Level 7 follows a similar timeline to Level 6. Because NVQs are workplace-assessed, the pace is largely determined by how much evidence you can gather through your day-to-day work.
What is the difference between the Gold Supervisor and Gold Manager card?
Both cards are gold in colour but carry different occupational designations. The Supervisor Card is for those in supervisory roles, typically qualifying via Level 3. The Manager Card is for those in management roles, typically qualifying via Level 4 or 5. On site, the distinction matters because some contracts specify which card designation is required for different roles.
Can I start an NVQ while still working towards my current card?
Yes. NVQs are assessed through your existing job, so there’s no need to take time away from work. Many people begin their NVQ while their current CSCS card is still valid, completing it in time to upgrade at renewal.
