What is the Level 2 NVQ Plant Operations Excavating?
This is a competency-based qualification approved by Ofqual and CITB. It does not test what you know in a classroom. It assesses what you can already do on site. Your assessor observes you operating excavating plant, reviews your work-based evidence and conducts a structured professional discussion to verify your knowledge. The qualification covers two mandatory units plus one optional unit from the excavating pathway. Mandatory units are:

- T/508/6538: Conforming to Productive Working Practices in the Workplace
Optional units within the excavating pathway include preparing and operating 180-degree excavators, 360-degree excavators, crawler tractor dozers, draglines, trenchers and tracked loading shovels. You select the optional unit that matches the plant you actually operate, keeping the assessment directly relevant to your day-to-day role.
Who is This NVQ For?
This qualification is for plant operatives who work with excavating machinery as part of their current employment. It is well suited to 180-degree and 360-degree excavator operators, groundworks operatives, civil engineering plant operators and any operator of earthmoving equipment who needs formal recognition of their competence.
You do not need to be a beginner. This NVQ is designed for experienced workers who can demonstrate their skills through observed practice and evidence gathered on site. You must be in active employment with regular access to the relevant plant to complete the assessment. Entry Requirements
There are no formal entry requirements. You must be employed and have regular on-site access to excavating plant in your current role. No prior qualifications are needed and there is no minimum age restriction above 16. The NVQ assesses existing competence, not academic knowledge, so the right candidate is someone already working in the role who wants their skills formally recognised.
How the Assessment Works
The entire assessment process is managed by your dedicated Target Zero assessor. Here is how it works in practice:
- Initial contact: Your assessor contacts you to introduce themselves, explain the process and agree a schedule that works around your site commitments.
- Portfolio of evidence: You gather work-based evidence relevant to each unit. Your assessor guides you through exactly what is needed, so there is no guesswork.
- Knowledge discussion: Answers to knowledge unit questions are recorded via a professional discussion with your assessor, not a written exam.
- On-site observation: Your assessor observes you operating excavating plant on your own worksite to confirm practical competence against the National Occupational Standards.
- Internal verification: Completed portfolios are quality-assured internally before certification is issued.
- Certificate: Your NOCN Level 2 NVQ Diploma certificate is emailed directly to you on completion. The qualification does not expire.
Most candidates complete the NVQ within 6 to 8 weeks, providing they have regular site access and time available to gather evidence. Your assessor will give you a realistic timescale based on your specific situation.
Before applying for your CSCS or NPORS card on completion, ensure your CITB Health, Safety and Environment test is current. It must have been passed within the previous 2 years. You can book it directly via CITB.
