    CITB construction worker woman

NPORS Slinger Signaller training (category N402) is the recognised route to certification for anyone responsible for attaching loads to lifting equipment and directing crane and plant operators on UK construction, civil engineering, demolition and infrastructure sites. At Target Zero Training, we deliver the NPORS N402 Slinger Signaller course for complete novices, experienced slingers needing updated certification, and operators who qualify for the 1-day Experienced Worker Assessment (EWA).

Courses run at our training venues and on your site nationwide. To book or discuss your requirements, call us on 01245 379496, use the enquiry form on this page, or email sales@targetzerogroup.co.uk.

What is the NPORS N402 Slinger Signaller Course?

The NPORS N402 Slinger Signaller course is an accredited training and assessment programme covering the All Duties route. Candidates learn the safe attachment, movement and release of loads using lifting accessories such as chains, slings, strops, shackles and eyebolts, along with the standard hand signals and radio communication used to direct crane, excavator and telehandler operators.

Delivered by experienced NPORS-registered instructors, the course combines classroom theory with hands-on practical assessment on live lifting operations. Successful candidates receive an NPORS operator card, either as a Traditional card (valid 5 years) or a Red Trained Operator card with the CSCS logo (valid 2 years, upgrading to a 5-year Blue Competent Operator card once the relevant NVQ is completed).

Slinger Signaller is one of the most safety-critical roles on any construction site. The slinger is directly responsible for the integrity of every lift, from selecting the right lifting accessory to landing the load safely. Formal NPORS training is required to comply with the Lifting Operations and Lifting Equipment Regulations 1998 (LOLER) and is a standard pre-qualification for entry to Build UK member sites.

    Who Should Attend?

The NPORS Slinger Signaller N402 course is suitable for anyone who attaches loads to lifting equipment or directs lifting operations as part of their role. This includes:

    • Groundworkers and civil engineering operatives working with excavators
    • Steel fixers and steel erectors slinging loads to cranes
    • Scaffolders directing lifts of scaffold components
    • Demolition operatives working with excavator-mounted attachments
    • Plant operators moving to a dedicated slinger role
    • Logistics and yard staff directing telehandler and crane lifts
    • Experienced slingers needing recognised NPORS certification
    • Workers changing employers who require card-scheme compliance

All attendees must be at least 18 years old, in good physical health, and have a good understanding of spoken and written English. For the Red CSCS-logo card route, a valid CITB Health, Safety and Environment (HS&E) touch screen test passed within the last two years is also required.

    NPORS Slinger Signaller Training Routes

We offer three distinct attendance routes depending on your experience level.

    Novice Course

Designed for candidates with no prior slinging or signalling experience. The course typically runs between 3 and 5 days depending on your starting ability. An initial assessment at the start of the course confirms the number of training days needed before the final theory and practical assessment.

    Refresher Course

A shorter 1 to 2-day programme for operators who already hold or have previously held a slinger signaller qualification and need updated training to current NPORS standards. Includes both refresher content and formal assessment.

    Experienced Worker Assessment (EWA)

A 1-day test-only route for operators with either 18 months of verifiable slinging and signalling experience or 6 months of consistent daily use. No formal training is delivered beforehand. The day covers the NPORS theory test and practical assessment only.

All Duties vs Lift Director Routes

The NPORS Slinger Signaller N402 All Duties category is the standard route for operators slinging loads and signalling to crane or plant operators. For operators taking on the wider planning and coordination role on complex lifts, the Crane Supervisor route is the recognised progression, delivered through separate NPORS categories and supported by the Level 4 NVQ in Controlling Lifting Operations (Crane Supervisor). For Appointed Person roles responsible for lift plan approval, the Level 5 NVQ in Controlling Lifting Operations and Planning Lifts (Appointed Person) is the standard qualification. Call 01245 379496 for advice on the right progression route for your role.

    What Does the Course Cover?

The NPORS Slinger Signaller N402 syllabus meets the National Occupational Standards for lifting operations and is fully aligned with LOLER 1998. By the end of the course, delegates will be able to:

    • Explain the roles, responsibilities and legal duties of a slinger signaller under LOLER and PUWER regulations
    • Explain the roles of other lifting team members: crane operator, crane supervisor and appointed person
    • Identify lifting accessories: chains, wire rope slings, round slings, flat webbing, shackles and eyebolts
    • Inspect and reject damaged lifting accessories against the manufacturer’s criteria
    • Calculate load weights using density, dimensions and load charts
    • Select the correct lifting accessories based on load weight, shape, centre of gravity and required angle
    • Apply sling angle factors and de-rating tables correctly
    • Attach loads securely using direct, choke, basket and multi-leg configurations
    • Use standard hand signals to direct crane, excavator and telehandler operators
    • Use two-way radio communication clearly during lifts
    • Establish exclusion zones and work safely near live lifts
    • Land and release loads safely, including tandem and complex lifts
    • Identify and respond to hazards including overhead services, unstable ground and wind
    • Report defects, near-misses and dangerous occurrences

    Assessment Structure

All NPORS Slinger Signaller courses include two formal assessments:

    • Theory test: An open and multiple-choice written paper covering legislation, LOLER requirements, lifting accessories, load calculation, sling angle factors, signalling and communication. Candidates must achieve the required pass mark to proceed to the practical.
    • Practical test: An observed assessment on live lifting exercises. Candidates must demonstrate pre-use inspection of lifting accessories, correct selection and attachment of slings, safe attachment of loads, accurate hand signalling and radio communication to the lifting operator, and safe landing of the load, all to the NPORS standard.

Candidates who pass both elements receive their NPORS N402 Slinger Signaller operator card. Cards are issued in the weeks following the assessment and posted directly to the candidate or their employer.

NPORS Slinger Signaller Card Types Explained

There are three card outcomes available from the NPORS N402 course, depending on the route chosen and the candidate’s status.

    Traditional NPORS Operator Card

Valid for 5 years. Issued after successful NPORS training and assessment. Does not carry the CSCS logo and is widely accepted on utilities contracts and many industrial and commercial sites. No CITB HS&E test required. No NVQ requirement.

Red Trained Operator Card (CSCS Logo)

Valid for 2 years. Issued after passing NPORS training and assessment plus a valid CITB HS&E touch screen test. During the 2-year period, the operator must complete the relevant Level 2 NVQ in Controlling Lifting Operations (Slinger Signaller) to progress to the Blue Competent Operator card.

Blue Competent Operator Card (CSCS Logo)

Valid for 5 years. Awarded once the operator holds both a passed NPORS N402 assessment and the Level 2 Slinger Signaller NVQ. The Blue Card is the standard required by most principal contractors on Build UK sites and is the expected card for slingers working on major infrastructure schemes such as HS2, power station new-build and water framework projects. Target Zero Training can register you for the Slinger Signaller NVQ alongside your N402 assessment.

    On-Site NPORS Slinger Signaller Training

Target Zero Training delivers NPORS Slinger Signaller courses at your workplace across the UK. Our assessors come to your site and train using the actual lifting equipment and representative loads your operators work with day to day, which removes travel time and is the most cost-effective option for employers certifying two or more slingers at once.

On-site delivery requires a suitable training area with firm ground, safe lifting equipment (crane, excavator or telehandler with valid LOLER inspection), a range of lifting accessories, representative loads and a quiet area for classroom sessions. Call 01245 379496 to discuss on-site requirements and get a quote.

LOLER Compliance and the Slinger’s Legal Duties

The Lifting Operations and Lifting Equipment Regulations 1998 (LOLER) place specific duties on anyone involved in planning, supervising and carrying out lifting operations. The slinger signaller role is recognised in BS 7121 Code of Practice for safe use of cranes as a distinct, trained and competent role within the lifting team.

The slinger signaller’s core legal duties under LOLER include:

    • Inspecting lifting accessories before every use and rejecting any defective items
    • Selecting accessories with a Working Load Limit (WLL) appropriate to the load
    • Applying correct sling angle de-rating factors
    • Attaching loads securely so they cannot fall or swing during the lift
    • Signalling clearly and unambiguously to the lifting operator
    • Stopping the lift immediately if any hazard develops
    • Reporting all defects, near-misses and dangerous occurrences

The NPORS N402 course covers every one of these duties in depth. Employers choosing NPORS for their slingers can demonstrate LOLER compliance, BS 7121 alignment and competence to auditors, insurers and principal contractors.

NPORS Slinger Signaller vs CPCS A40: Which Should You Choose?

Both NPORS N402 and CPCS A40 are CSCS Alliance-approved schemes, and both carry the CSCS logo when the Red or Blue card route is taken. The practical differences are:

    • Flexibility: NPORS Slinger Signaller training can be delivered on your site. CPCS A40 assessments must take place at an approved CPCS test centre.
    • Cost: NPORS is typically more cost-effective, particularly for group bookings and on-site delivery.
    • Speed: NPORS card issue is usually faster, and EWA routes can be arranged at shorter notice.
    • Site acceptance: Both cards are accepted on Build UK and CLC-compliant sites. A small number of contractors specify CPCS only, so always check site requirements first.

For most operators, NPORS is the quicker, more flexible and more cost-effective route. For more detail, see our guide on NPORS vs CPCS.

    CITB Grant Funding

The NPORS Slinger Signaller N402 course is CITB grant claimable for CITB-registered employers, meaning a significant portion of your training cost may be recoverable. Grant values are set by CITB and are subject to change. We can help with eligibility questions and point you to the right claim process. For more information, visit our page on CITB grants and funding or call 01245 379496.

What to Bring on the Day

Candidates attending an NPORS Slinger Signaller course must bring:

    • Full PPE: safety boots, hi-vis vest, hard hat, safety gloves and eye protection
    • Photographic ID (passport or driving licence)
    • A valid CITB HS&E touch screen test certificate (for Red CSCS card candidates only)
    • A pen, calculator and notepad for classroom sessions
    • Any existing plant-operator cards or training records

    Career Prospects and NVQ Progression

Qualified slinger signallers are in strong, consistent demand across UK construction, civil engineering and infrastructure. Typical roles include site slinger signaller, steel-fixing operative, groundworker with lifting duties and dedicated slinger on major schemes. Experienced slingers working on large infrastructure projects command strong day rates, particularly where combined with the Level 2 Slinger Signaller NVQ for the Blue CSCS-logo card.

Clear progression pathways from slinger signaller include:

For slingers working towards a lifting specialism, the progression to Crane Supervisor and Appointed Person opens up senior roles on major infrastructure projects.

    Frequently Asked Questions

How long does the NPORS Slinger Signaller course take?

Course length depends on your experience. The Experienced Worker Assessment (EWA) takes 1 day. The refresher course takes 1 to 2 days. The novice course typically runs between 3 and 5 days, with the exact number confirmed after an initial assessment at the start of training.

Do I need any experience to take the NPORS Slinger Signaller N402 course?

No. The novice route has no prerequisites and is designed for complete beginners. We carry out an initial assessment to confirm how many days of training you need before your test day. If you have 18 months of verifiable experience or 6 months of consistent daily use, you can attend as an experienced worker and take the 1-day EWA route.

What does All Duties mean for the NPORS N402 category?

All Duties means the card covers the full range of slinger signaller tasks, including attaching and releasing loads using all standard lifting accessories, directing crane and plant operators using hand signals and radio communication, and working with lifting teams on complex lifts. This is the standard NPORS Slinger Signaller route and is the category most operators need.

Is slinger signaller training a legal requirement in the UK?

Yes. Under LOLER 1998 and PUWER 1998, employers must ensure anyone involved in lifting operations is properly trained and competent. BS 7121 Code of Practice for safe use of cranes recognises the slinger signaller as a distinct, competent role. NPORS N402 certification is the most widely recognised evidence of competence.

What is the difference between the Red and Blue NPORS Slinger Signaller card?

The Red Trained Operator card is issued after passing the N402 assessment and CITB HS&E test. It is valid for 2 years, during which you must complete the Level 2 Slinger Signaller NVQ to upgrade to the Blue Competent Operator card. The Blue Card is valid for 5 years and is the card most commonly required by principal contractors on Build UK sites and major infrastructure projects.

Do I need the CITB health and safety test for an NPORS Slinger Signaller card?

Only if you are going for the CSCS-logo card (Red or Blue). The CITB HS&E touch screen test must have been passed within the previous 2 years. If you are taking the Traditional NPORS card route without the CSCS logo, the HS&E test is not required.

Is the NPORS Slinger Signaller card accepted on all UK construction sites?

NPORS CSCS-logo cards (Red and Blue) are accepted on sites requiring CSCS-scheme cards, which includes the vast majority of UK construction sites operated by Build UK and Construction Leadership Council members, as well as major infrastructure projects such as HS2. The Traditional NPORS card is accepted on utilities contracts and many non-CSCS sites. Always check specific site requirements with your principal contractor.

Can NPORS Slinger Signaller training be delivered at our site?

Yes. We deliver NPORS Slinger Signaller courses on employer sites across the UK, provided a suitable training area, lifting equipment with valid LOLER inspection, representative loads and lifting accessories are available. On-site delivery is the most cost-effective option for two or more operators. Call 01245 379496 to discuss on-site requirements.

Is NPORS Slinger Signaller training eligible for CITB grant?

Yes. The NPORS N402 Slinger Signaller course is CITB grant claimable for CITB-registered employers. Contact us or your CITB grants team for current grant values and claim process. See our CITB grants and funding page for more detail.

What happens if I fail the NPORS Slinger Signaller assessment?

Candidates who do not pass the theory or practical assessment will be given clear feedback on the areas requiring improvement. Retake options are available and can be arranged through our booking team. There is a separate fee for a retake, which will be confirmed at the time of booking.

How long is the NPORS Slinger Signaller card valid for?

The Traditional NPORS card is valid for 5 years. The Red Trained Operator card is valid for 2 years, during which the Level 2 Slinger Signaller NVQ must be completed to progress to the Blue card. The Blue Competent Operator card is valid for 5 years and must be renewed through refresher training and assessment.
