IOSH Managing Safely is right for you if you manage or supervise people and are responsible for their safety at work. It is not a legal requirement in itself, but for most line managers, supervisors and team leaders it is worth it: three days of practical training and a recognised certificate that does not expire.
This guide explains who needs the course, where the law stands, what you get for your three days, and when a different course would suit you better. If you already know it is the right fit, you can see dates and formats on our IOSH Managing Safely course page.
What is IOSH Managing Safely?
IOSH Managing Safely is a three-day course designed and quality-assured by IOSH, the Institution of Occupational Safety and Health, which is the Chartered body for safety and health professionals. It is delivered by IOSH-approved training providers and includes a minimum of 22 hours of contact time.
It is built for people who manage safety as part of a wider job, not for safety specialists. IOSH describes the aim as getting managers up to speed on the practical actions they need to take, rather than turning them into safety experts. The course is made up of seven modules:
- Introducing Managing Safely
- Assessing risks
- Controlling risks
- Understanding responsibilities
- Understanding hazards
- Investigating incidents
- Measuring performance
Delegates who pass the written and practical assessments receive the IOSH Managing Safely certificate, which can be checked through IOSH’s online certificate verification service.
Who needs IOSH Managing Safely?
Anyone who manages or supervises other people and is responsible for their day-to-day safety. It applies in any sector and in organisations of any size. Typical delegates include:
- Construction site supervisors and foremen
- Facilities and maintenance managers
- Factory, operations and production managers
- Engineers and technicians who lead a team or sign off work
- Team leaders in warehousing, logistics and manufacturing
- Office and department managers with direct reports
- Anyone stepping into a management role for the first time
A simple test: if you allocate work, sign off risk assessments, or would be the person asked what went wrong after an incident, the course is aimed at you. If you do not manage anyone, IOSH Working Safely is the better fit. We compare the two side by side in IOSH Managing Safely vs Working Safely: what is the difference?
Is IOSH Managing Safely mandatory?
No. No UK law names IOSH Managing Safely as a required qualification. What the law does require is training. Section 2 of the Health and Safety at Work etc. Act 1974 says employers must provide the information, instruction, training and supervision needed to keep employees safe, so far as is reasonably practicable.
Regulation 13 of the Management of Health and Safety at Work Regulations 1999 goes further. Employers must take account of people’s health and safety capabilities when giving them tasks, and must provide training when people are exposed to new or increased risks, including when their responsibilities change. Promotion into a supervisory role is exactly that kind of change.
So while the course is not compulsory, it is one of the most straightforward ways for an employer to show that its managers have been trained for the safety side of their job. That is why many organisations make it a condition of promotion into a supervisory role.
Is IOSH Managing Safely worth it?
For most managers and supervisors, yes. Here is what you get for three days away from the day job:
- Practical tools, not theory. The course is built around assessing and controlling risks, investigating incidents and measuring performance, which are the tasks managers actually carry out. In a 2025 IOSH survey, 86% of delegates agreed they could apply what they learned to real situations.
- A certificate that does not expire. IOSH confirms the Managing Safely certificate has no expiry date, so the three days keep paying back. IOSH recommends its one-day refresher course to keep up with changes in good practice and regulation.
- Recognition that travels. The certificate is recognised across industries and internationally, so it moves with you between employers and sectors.
- Evidence for your employer. It gives the business a clear record that its managers have been trained, which supports its duties under the 1999 Regulations.
- CPD. IOSH recognises the course for continuing professional development.
When it is not the right choice
It is worth being honest about where Managing Safely is not the best fit:
- You want a career in health and safety. Managing Safely is a practical course for managers, not a regulated qualification. If you are aiming for a health and safety advisor or officer role, the NEBOSH General Certificate is the usual next step. Our guide to IOSH Managing Safely vs NEBOSH explains the difference.
- You do not manage anyone. IOSH Working Safely covers the essentials in a single day.
- You run construction sites. Site managers and supervisors are usually asked for SMSTS or SSSTS instead (see below).
Is IOSH Managing Safely a qualification, and what level is it?
IOSH itself calls Managing Safely a practical awareness and skills course. It is certificated training, designed and quality-assured by IOSH, but it is not a regulated qualification and IOSH does not give it a formal level. You may see it described elsewhere as “Level 2” or “Level 3 equivalent”, but those labels do not come from IOSH.
IOSH’s formal qualifications are separate: the IOSH Certificate at entry level and the IOSH Diploma at bachelor’s degree level, both aimed at people building a career in safety.
Entry requirements: who can take it?
There are no formal entry requirements. IOSH designed the course for managers and supervisors with no prior safety expertise, so it starts from the basics. It suits experienced managers who have never had formal safety training as well as people who are new to supervising.
You will need to be comfortable reading and writing in English for the written assessment. If you join a live online course, you will also need a computer or laptop with a working webcam, microphone and internet connection, because you take part on camera throughout.
IOSH Managing Safely in construction: SMSTS or IOSH?
Plenty of construction supervisors and managers hold IOSH Managing Safely, but for site-based roles it is usually not the course principal contractors ask for. On site, the CITB courses are the norm: SMSTS for site managers and SSSTS for supervisors.
IOSH Managing Safely suits people in construction businesses whose role is broader than one site, such as facilities, operations, plant, logistics or office-based managers. It also sits well alongside SMSTS or SSSTS for anyone who wants a wider grounding in managing safety beyond the CITB framework. Neither IOSH course counts towards a CSCS card on its own; our Managing Safely vs Working Safely guide covers the construction routes.

FAQs
Is IOSH Managing Safely a good qualification?
Yes, for its purpose. It is designed and quality-assured by IOSH, recognised across industries and internationally, and focused on the safety tasks managers carry out every week. If you need a regulated qualification for a career in health and safety, NEBOSH is the better choice.
Is IOSH Managing Safely difficult?
Most managers find it manageable. No prior safety knowledge is needed, the course starts from the basics, and the written and practical assessments test what is covered on the course. Taking part in the exercises and discussions is the best preparation.
Does IOSH Managing Safely expire?
No. IOSH confirms the certificate does not expire. IOSH recommends the one-day Managing Safely Refresher to stay current, and some employers and clients set their own refresh period. Our guide to IOSH certificate validity explains more.
Do you need experience to take IOSH Managing Safely?
No. There are no formal entry requirements, and the course is designed for managers and supervisors without prior safety expertise, whether they are experienced or new to the role.
Can I take IOSH Managing Safely online?
Yes. IOSH allows approved providers to deliver the course in person, online or as a hybrid. Target Zero runs it live online over three days, so you still learn with a trainer and other delegates rather than on your own.
Does IOSH Managing Safely count as CPD?
Yes. IOSH recognises the course for continuing professional development, so you can record it against your CPD. Check the specific requirements of your own professional body.
