NPORS Counterbalance Forklift training (category N001) is the recognised route to certification for counterbalance forklift operators across UK warehousing, logistics, manufacturing, construction and retail distribution sites. At Target Zero Training, we deliver the NPORS N001 Industrial Counterbalance Forklift course for complete novices, operators refreshing their qualification, and experienced workers who qualify for the 1-day Experienced Worker Assessment (EWA).

Courses run at our training venues and on your site nationwide. To book or discuss your requirements, call us on 01245 379496, use the enquiry form on this page, or email sales@targetzerogroup.co.uk.

What is the NPORS Counterbalance Forklift (N001) Course?

The NPORS N001 Counterbalance Forklift course is an accredited training and assessment programme for anyone operating a counterbalance forklift truck in a workplace setting. The category covers both gas-powered, diesel and electric counterbalance trucks used for lifting, moving and stacking palletised loads.

Delivered by experienced NPORS-registered instructors, the course combines classroom theory with hands-on practical assessment on the machine. Successful candidates receive an NPORS operator card, either as a Traditional card (valid 5 years) or a Red Trained Operator card with the CSCS logo (valid 2 years, upgrading to a 5-year Blue Competent Operator card once the relevant NVQ is completed).

Counterbalance forklifts are the most widely used powered lifting truck in the UK, covering warehouse operations, loading and unloading of HGVs, yard handling, construction material movement and manufacturing logistics. Formal operator certification is a legal requirement under the Health and Safety at Work Act, the Provision and Use of Work Equipment Regulations (PUWER) and the HSE’s Approved Code of Practice L117.

    Who Should Attend?

The NPORS Industrial Counterbalance Forklift N001 course is suitable for anyone who operates, or is about to operate, a counterbalance forklift as part of their role. This includes:

    • Warehouse operatives and stock handlers
    • Distribution centre staff loading and unloading HGVs
    • Manufacturing and production line operatives
    • Construction site operatives handling palletised materials
    • Yard and builders’ merchant staff
    • Retail and supermarket back-of-house operatives
    • Experienced forklift users needing recognised NPORS certification
    • Workers changing employers who require card-scheme or insurance compliance

All attendees must be at least 18 years old, in good physical health, and have a good understanding of spoken and written English. For the Red CSCS-logo card route, a valid CITB Health, Safety and Environment (HS&E) touch screen test passed within the last two years is also required.

    NPORS Counterbalance Forklift Training Routes

We offer three distinct attendance routes depending on your experience level.

    Novice Course

Designed for candidates with no prior forklift experience. The course typically runs between 3 and 5 days depending on your starting ability. An initial assessment at the start of the course confirms the number of training days needed before the final theory and practical assessment.

    Refresher Course

A shorter 1 to 2-day programme for operators who already hold or have previously held a forklift qualification and need updated training to current NPORS standards. Refresher training is HSE-recommended every 3 to 5 years for active forklift operators.

    Experienced Worker Assessment (EWA)

A 1-day test-only route for operators with either 18 months of verifiable forklift experience or 6 months of consistent daily use. No formal training is delivered beforehand. The day covers the NPORS theory test and practical assessment only.

    Load Capacities Covered

The NPORS (N001) Industrial Counterbalance Forklift category covers trucks typically used in warehouse, yard and general workplace settings. The assessment is carried out on the machine and capacity the candidate will be operating, and the card records the capacity range achieved. We can deliver assessments on small capacity trucks up to the capacity you operate day to day. For rough-terrain masted forklifts or telescopic forklifts, separate NPORS categories apply. Call 01245 379496 to confirm the right category for your machine.

    What Does the Course Cover?

The NPORS Industrial Counterbalance Forklift N001 syllabus meets the National Occupational Standards for forklift operation and is aligned with HSE Approved Code of Practice L117. By the end of the course, delegates will be able to:

    • Explain the roles, responsibilities and legal duties of a forklift operator under PUWER, LOLER and L117
    • Identify the major components of a counterbalance forklift and describe their functions
    • Locate and correctly operate steering, drive, braking, mast and tilt controls
    • Carry out manufacturer-specified pre-operational and running checks
    • Safely mount, dismount, start and stop the machine
    • Read and apply load plates and capacity charts
    • Pick up, travel with and deposit palletised loads safely
    • Stack and destack loads at varying heights
    • Load and unload vehicles, including HGV flatbeds and curtainsiders
    • Operate safely in confined aisles, warehouse racking and outdoor yards
    • Work safely around pedestrians and apply segregation principles
    • Handle damaged, unstable or abnormal loads correctly
    • Carry out end-of-shift shutdown, battery changes and refuelling procedures
    • Identify and report faults, defects and near-miss events

    Assessment Structure

All NPORS Counterbalance Forklift courses include two formal assessments:

    • Theory test: An open and multiple-choice written paper covering legislation, health and safety, machine knowledge and operating principles. Candidates must achieve the required pass mark to proceed to the practical.
    • Practical test: An observed assessment on the machine itself. Candidates must demonstrate safe pre-use checks, accurate load handling, safe travel with and without loads, controlled stacking and destacking, and proper shutdown procedures to the NPORS standard.

Candidates who pass both elements receive their NPORS N001 Industrial Counterbalance Forklift operator card. Cards are issued in the weeks following the assessment and posted directly to the candidate or their employer.

NPORS Counterbalance Forklift Card Types Explained

There are three card outcomes available from the NPORS N001 course, depending on the route chosen and the candidate’s status.

    Traditional NPORS Operator Card

Valid for 5 years. Issued after successful NPORS training and assessment. Does not carry the CSCS logo and is widely accepted across warehousing, logistics, manufacturing, retail and non-construction sites. No CITB HS&E test required. No NVQ requirement. For operators working outside construction, this is typically the appropriate card route.

Red Trained Operator Card (CSCS Logo)

Valid for 2 years. Issued after passing NPORS training and assessment plus a valid CITB HS&E touch screen test. During the 2-year period, the operator must complete the relevant Level 2 NVQ in Plant Operations (Transporting Loads) to progress to the Blue Competent Operator card. This route is mainly chosen by operators working on CSCS-compliant construction sites.

Blue Competent Operator Card (CSCS Logo)

Valid for 5 years. Awarded once the operator holds both a passed NPORS N001 assessment and the relevant Plant Operations NVQ. The Blue Card is the standard required by most principal contractors on Build UK sites where forklift operations are carried out. Target Zero Training can register you for the Plant Operations NVQ alongside your N001 assessment.

    On-Site NPORS Forklift Training

Target Zero Training delivers NPORS Industrial Counterbalance Forklift courses at your workplace across the UK. Our assessors come to your site and train on the actual machine your operators use every day, which removes travel time, eliminates machine-familiarity issues and is the most cost-effective option for employers certifying two or more operators at once.

On-site delivery requires a suitable training area with firm, level ground, a compliant counterbalance forklift (with valid thorough examination under LOLER), pallets and loads for practical exercises, and a quiet area for classroom sessions. We can also bring a machine to your site where needed. Call 01245 379496 to discuss on-site requirements and get a quote.

    Legal Requirements for Forklift Operators

Under the Health and Safety at Work Act 1974 and PUWER 1998, employers are legally required to ensure forklift operators are properly trained, competent and authorised to operate the specific truck. HSE’s Approved Code of Practice L117 sets out the standard for rider-operated lift truck training, including:

    • Basic training to develop core operating skills
    • Specific job training on the particular truck, loads and environment
    • Familiarisation training on site, under supervision, before solo operation
    • Refresher training at appropriate intervals, typically every 3 to 5 years
    • Employer authorisation in writing before the operator works unsupervised

The NPORS N001 course meets the basic training requirement of L117. Specific job training and on-site familiarisation remain the employer’s responsibility and are typically carried out by a nominated person after the NPORS card is issued.

NPORS vs RTITB vs ITSSAR: Which Scheme Should You Choose?

In the forklift sector, NPORS, RTITB and ITSSAR are the three main accreditation bodies. All three produce certification that is accepted under HSE L117 and by insurers, provided training meets the approved standard. The practical differences are:

    • NPORS: Widely accepted across construction and industrial sectors. Carries the CSCS logo on Red and Blue cards, making it the preferred choice where forklifts are operated on construction sites. On-site delivery available.
    • RTITB: Historically the most common warehouse and logistics scheme. Widely recognised by distribution and manufacturing employers.
    • ITSSAR: Independent certification body, widely accepted in general industry and warehousing.

For operators working across both construction and non-construction sites, NPORS is typically the most flexible route because the Red and Blue CSCS-logo cards are accepted on Build UK construction sites without the need for a separate qualification.

    CITB Grant Funding

The NPORS Industrial Counterbalance Forklift N001 course is CITB grant claimable for CITB-registered employers in the construction sector, meaning a significant portion of your training cost may be recoverable. Grant values are set by CITB and are subject to change. We can help with eligibility questions and point you to the right claim process. For more information, visit our page on CITB grants and funding or call 01245 379496.

    Pricing and Payment Options

NPORS Counterbalance Forklift course prices vary by route (novice, refresher or EWA), location, load capacity and group size. Pricing for open-course bookings at our venues starts from competitive market rates, with further savings available for on-site group bookings of two or more operators. To get an accurate quote for your requirements, call 01245 379496 or use the enquiry form on this page.

Interest-free payment options are available through Klarna, allowing you to spread the cost over three instalments. Credit accounts are available for businesses booking regularly.

What to Bring on the Day

Candidates attending an NPORS Counterbalance Forklift course must bring:

    • Full PPE: safety boots, hi-vis vest, hard hat, safety gloves and eye protection
    • Photographic ID (passport or driving licence)
    • A valid CITB HS&E touch screen test certificate (for Red CSCS card candidates only)
    • A pen and notepad for classroom sessions
    • Any existing forklift or plant-operator cards or training records

Career Prospects After NPORS Forklift Training

Qualified counterbalance forklift operators are in consistently strong demand across UK warehousing, logistics, manufacturing, construction and retail. Typical roles include warehouse operative, forklift driver, yard operative, goods-in and goods-out operator and production logistics operative. A recognised NPORS card opens up employment through employers and agencies alike, and is often a minimum requirement for insured operation.

Many operators add further NPORS categories to increase their employability, such as Telehandler (N010), Plant Loader and Securer or MEWP categories. For operators moving into construction, progressing to the Blue Competent Operator card via the relevant NVQ supports progression into supervisory roles through further training such as SSSTS and SMSTS.

    Frequently Asked Questions

How long does the NPORS Counterbalance Forklift course take?

Course length depends on your experience. The Experienced Worker Assessment (EWA) takes 1 day. The refresher course takes 1 to 2 days. The novice course typically runs between 3 and 5 days, with the exact number confirmed after an initial assessment at the start of training.

Do I need any experience to take the NPORS N001 course?

No. The novice route has no prerequisites and is designed for complete beginners. We carry out an initial assessment to confirm how many days of training you need before your test day. If you have 18 months of verifiable experience or 6 months of consistent daily use, you can attend as an experienced worker and take the 1-day EWA route.

Is forklift training a legal requirement in the UK?

Yes. Under the Health and Safety at Work Act 1974 and PUWER 1998, employers are legally required to ensure forklift operators are properly trained, competent and authorised. HSE’s Approved Code of Practice L117 sets out the standard, and the NPORS N001 course meets the basic training requirement. Specific job and familiarisation training by the employer are also required before solo operation.

How often should forklift operators refresh their training?

HSE recommends forklift operator refresher training every 3 to 5 years as standard, or sooner if the operator has had a near-miss, accident, change of machine or period away from forklift work. Employers remain responsible for deciding the appropriate interval based on operator performance and site conditions.

Does the NPORS N001 card cover all types of forklift?

The NPORS N001 category covers industrial counterbalance forklift trucks. Other truck types, such as reach trucks, rough-terrain masted forklifts, telescopic forklifts and pivot-steer trucks, are covered by separate NPORS categories. If you’re unsure which category applies to your machine, call 01245 379496 for advice.

What is the difference between NPORS, RTITB and ITSSAR forklift training?

All three are HSE-approved accrediting bodies for forklift training and their certification is accepted by employers and insurers when training meets L117 standards. NPORS is the most flexible choice for operators working across construction and non-construction sites, because Red and Blue NPORS cards carry the CSCS logo and are accepted on Build UK construction sites.

Do I need the CITB health and safety test for an NPORS Forklift card?

Only if you are going for the CSCS-logo card (Red or Blue). The CITB HS&E touch screen test must have been passed within the previous 2 years. If you are taking the Traditional NPORS card route without the CSCS logo, which is the most common route for warehouse and logistics operators, the HS&E test is not required.

Can NPORS Forklift training be delivered at our site?

Yes. We deliver NPORS Counterbalance Forklift courses on employer sites across the UK, provided a suitable training area, pallets and loads, and a compliant machine are available. On-site delivery is the most cost-effective option for two or more operators and removes travel time. Call 01245 379496 to discuss on-site requirements.

Is NPORS Forklift training eligible for CITB grant?

Yes, for CITB-registered employers in the construction sector. The NPORS N001 Industrial Counterbalance Forklift course is CITB grant claimable. Contact us or your CITB grants team for current grant values and claim process. See our CITB grants and funding page for more detail.

What happens if I fail the NPORS Forklift assessment?

Candidates who do not pass the theory or practical assessment will be given clear feedback on the areas requiring improvement. Retake options are available and can be arranged through our booking team. There is a separate fee for a retake, which will be confirmed at the time of booking.

How long is the NPORS Forklift card valid for?

The Traditional NPORS card is valid for 5 years. The Red Trained Operator card is valid for 2 years, during which the relevant NVQ must be completed to progress to the Blue card. The Blue Competent Operator card is valid for 5 years and must be renewed through refresher training and assessment.
