    The Level 4 NVQ Diploma in Controlling Lifting Operations (Crane Supervisor) is the nationally recognised, work-based qualification for crane supervisors and appointed persons responsible for planning, managing and overseeing lifting operations on UK construction, civil engineering, oil and gas, and infrastructure sites. It demonstrates supervisory-level competence in controlling complex lifting operations to industry standards and is the qualification required for the Blue CPCS A62 Crane Supervisor card.

    What is the Level 4 NVQ Controlling Lifting Operations Crane Supervisor?

    This is a competency-based qualification approved by Ofqual and CITB. Unlike operative-level NVQs, this qualification assesses your ability to plan, control and oversee lifting operations rather than operate the crane itself. It is designed for those in a supervisory or appointed person role who are responsible for ensuring that lifting operations are carried out safely, in accordance with lift plans, LOLER regulations and relevant industry standards.

    Assessment draws on your existing supervisory work. Evidence includes witness testimonies from colleagues and line managers, relevant site documentation, lift plans, risk assessments and health and safety records, combined with a professional knowledge discussion with your assessor.

    Who is This NVQ For?

    This qualification is designed for experienced lifting operations professionals working in a supervisory capacity. It is primarily suited to:

    • Crane supervisors responsible for overseeing crane lifting operations on site
    • Appointed persons responsible for planning and managing lifting operations including preparation of lift plans
    • Lifting operations supervisors working across construction, civil engineering, oil and gas, utilities and infrastructure
    • Senior lifting operatives moving into supervisory or management roles who need formal recognition at Level 4

    You must be actively working in a crane supervisor or appointed person role with regular involvement in planning and controlling lifting operations. This NVQ assesses existing supervisory competence, not entry-level knowledge.

    Entry Requirements

    You must have completed the Level 3 Award in Assessing Vocationally Related Achievement (or equivalent assessor qualification) before undertaking this NVQ. This is a mandatory requirement set by the awarding body. You must also be actively employed in a role that involves supervising or controlling lifting operations, with access to relevant site documentation and colleagues who can provide witness testimony.

    How the Assessment Works

    The Level 4 NVQ is assessed differently from operative-level plant NVQs. Your dedicated Target Zero assessor manages the full process:

    • Initial contact: Your assessor introduces themselves, explains the evidence requirements and agrees a schedule around your work commitments.
    • Portfolio of evidence: You compile a portfolio including witness testimonies, lift plans, risk assessments, site H&S documentation and other records from your supervisory work. Your assessor guides you through what is required for each unit.
    • Knowledge discussion: Knowledge units are assessed through a recorded professional discussion. No written exam.
    • Internal verification: Completed portfolios are quality-assured before certification is issued.
    • Certificate: Your CITB-recognised Level 4 NVQ Diploma certificate is emailed to you directly on completion. The qualification does not expire.

    Most candidates complete within 8 to 12 weeks, depending on the complexity of their role and availability of evidence. Before applying for your CPCS card, ensure your CITB Health, Safety and Environment test is current at Managers and Professionals (MAP) level. It must have been passed within the previous 2 years and can be booked via CITB.
