When You Book Multiple Courses.
Qualify By Booking Multiple Places Or Courses. Book With Friends Or Your Team.
If you are choosing where to book your SMSTS course, one number cuts through every brochure, every glossy testimonial, and every “we’re the best” claim. The pass rate.
At Target Zero, 98% of our SMSTS learners pass first time. That is not a marketing line. It is a tracked, year-on-year statistic from our CITB-approved course delivery. And it sits a clear 8 to 13 percentage points above the industry baseline of 85 to 90%.
This guide explains what is behind that number, why it matters when you are booking, and the small handful of things that distinguish a course where you breeze through the exam from one where you walk out unsure.
Target Zero’s 98% pass rate vs the industry baseline
CITB does not publish a single national SMSTS pass rate. It is tracked per provider. Most CITB-approved providers report rates between 85% and 90% for first-time candidates. That is a reasonable industry baseline.
- Target Zero sits at 98%.
- The 8 to 13 point gap is not an accident. It is a function of how we deliver the course.
- Instructors who have actually worked in site management, not just trained others to do it. When you ask a real-world “what would you do if…” question, you get a real-world answer.
- Pre-course materials sent 2 weeks ahead, so you arrive on Day 1 already grounded in the regulatory framework, and the 5 days are spent on application, not basics.
- Working scenario-based learning. The bulk of the course is realistic site scenarios, which mirrors how the assessment is structured. By the time you sit the exam, you have already worked through equivalent problems on Days 2, 3, and 4.
- Small enough cohorts that questions get answered. Not 30-person lectures where the quiet half never speaks up.
- If you would rather train with the 85% provider down the road than the 98% provider you are reading right now, that is your call. But the numbers are the numbers.

What the SMSTS exam actually tests (and why our learners are ready for it)
Without giving away exam content (and we could not if we wanted to, because papers are confidential), the SMSTS assessment covers:
- The legal framework site managers operate under (CDM 2015, HSWA 1974, Working at Height Regulations).
- Risk assessment and method statement (RAMS) creation.
- Welfare requirements.
- Working at height, confined spaces, and other high-risk activities.
- Plant and lifting operations.
- Incident reporting and investigation.
- Site-specific safety planning.
The format combines knowledge-recall questions with applied scenarios. Read a site situation, identify the safety failings, propose corrective actions. Pass mark is 81% across the combined assessment.
Target Zero’s course is built around that assessment structure. By Day 4, you have already worked through 15 to 20 scenario problems with our instructors, so when you sit the exam on Day 5, the question type is familiar. That is where the 98% comes from.
The 3 things that catch the other 10 to 15% out (and what Target Zero does about each one)
For the 10 to 15% of candidates who do not pass first time across the industry, the failure pattern is remarkably consistent. Here is what we see, and how we design around it.
1. Underestimating the written component
A lot of candidates expect SMSTS to be a quick tick-box quiz. It is not. There is a substantial written and applied element, and people who arrive expecting multiple-choice-only walk in cold.
What we do. From the moment you book, we tell you the assessment is half scenario-based. Your pre-course materials include a sample scenario question with a model answer, so you know exactly what is coming.
2. Skipping the pre-course reading
Some providers send materials a day or two before. Barely enough time. Some do not send anything at all.
What we do. Pre-course materials are sent 2 weeks ahead of your course date. They cover the regulatory framework so the 5 in-course days can focus on applying it, not learning it. This single change is the biggest contributor to our pass rate.
3. Treating it as a “tick-box” course
The SMSTS qualification is designed for people about to take on real site management responsibility. Candidates who treat it as a formality under-perform on the applied scenarios because applied scenarios reward thinking, not memorisation.
What we do. Our instructors set the tone on Day 1. This is a working qualification, used in court when things go wrong on site. Treat it accordingly. The room responds.
What if you do not pass (and why this almost never happens at Target Zero)
If you are in the 2% who do not pass first time at Target Zero (industry: 10 to 15%), here is what happens.
Resit available within 30 days. You do not retake the full 5-day course, just the assessment.
Resit fee applies. Significantly lower than a full re-booking.
Most resit candidates pass second time. We will support you between sittings if you need a refresh on any specific area.
For peace of mind, out of the small minority who do need a resit at Target Zero, almost all pass the second attempt. The 98% first-time number becomes effectively 99.5%+ when you include second-attempt passes.

Frequently Asked Questions
What is Target Zero’s SMSTS pass rate?
98% of Target Zero learners pass their SMSTS first time. That is tracked across our CITB-approved course delivery and sits 8 to 13 percentage points above the industry baseline of 85 to 90%.
What is the SMSTS pass rate in the UK generally?
Across CITB-approved providers, SMSTS first-time pass rates typically range between 85% and 90%. CITB does not publish a single national figure. It is tracked per provider. Target Zero’s 98% is meaningfully above that range.
Can you fail the SMSTS course?
Yes, around 10 to 15% of candidates across the industry do not pass first time. At Target Zero that number is 2%. The main reasons people fail are underestimating the written assessment, skipping the pre-course reading, or treating the course as a formality.
How hard is the SMSTS exam?
The exam is moderately challenging. It combines multiple-choice questions with applied site scenarios. With proper preparation and a course built around the assessment structure (like Target Zero’s), most candidates find it manageable. Our pre-course materials, sent 2 weeks ahead, are the biggest contributor to first-time pass success.
What happens if you fail SMSTS at Target Zero?
You can resit the assessment within 30 days for a resit fee. You do not need to retake the full 5-day course. Almost all of our resit candidates pass on the second attempt.
Can you retake SMSTS if your certificate has expired?
If your certificate has expired within the last 12 months, you can take an SMSTS Refresher (2 days) at Target Zero rather than the full 5-day course. If it has been more than 12 months, you will need to retake the full SMSTS.
