More than 7,000 managers and supervisors needed every year

The CITB Construction Workforce Outlook forecasts that UK construction will need to recruit around 7,100 managers and supervisors every year through to 2030. That figure breaks down into three groups:

Directors, executives and senior managers: around 5,060 extra workers a year
Construction project managers: around 1,180 extra workers a year, a recruitment rate of nearly 2% of the existing workforce
Construction trades supervisors: around 900 extra workers a year

Construction project managers and trades supervisors are among the fastest growing roles in the whole industry, with annual recruitment requirements close to 2%, higher than most skilled trades. In other words, the people who run sites are in shorter supply than the people who work on them.

Why demand for site managers and supervisors is rising

Two forces are driving it. The first is growth. After a flat 2026, CITB forecasts construction output rising every year from 2027, with growth peaking at around 2.8% in 2028 and holding above 2% to 2030. That recovery is led by public housing, which is forecast to grow fastest of all sectors at around 3.6% a year, alongside infrastructure and private housing. Every new project needs qualified people to run it safely.

The second force is replacement. An experienced generation of managers is moving towards retirement, and those roles have to be filled regardless of how fast the industry grows. Put the two together and you have a steady, structural need for people who can step up into site management and supervision, and who hold the recognised safety qualifications that employers and principal contractors require.

The demand is nationwide

The need is spread across every region of the UK. The recruitment requirement for managers and supervisors is highest in the North East, the North West and the East of England, but every region shows sustained demand through to 2030. Wherever you work, the opportunity is there.
