NPORS MEWP training certifies operators to use mobile elevating work platforms safely and legally on UK construction and industrial sites. MEWP is an umbrella term covering scissor lifts, boom lifts, cherry pickers and spider lifts. NPORS splits the training into two main categories: Scissor (N108) and Boom (N109). This guide explains which category you need, what the course involves, how assessment works and how to book an on-site or centre-based course.
What is a MEWP?
A Mobile Elevating Work Platform, or MEWP, is any machine designed to raise people to working height safely. The platform is enclosed by guardrails and toe boards, and the operator controls the lift from inside the basket or cage. MEWPs are used across construction, maintenance, facilities, tree surgery, rail, events and warehousing.
MEWPs fall into two broad movement types under the IPAF classification, which NPORS mirrors in its course structure:
- Vertical lifts (scissor type) move straight up and down only. Most scissor lifts fall into this category. IPAF calls these 3a.
- Boom lifts have an articulated or telescopic arm that can extend outwards as well as upwards, allowing the basket to reach over obstacles. These include cherry pickers, spider lifts and truck-mounted boom platforms. IPAF calls these 3b.
A MEWP operator needs a category on their card for the type of machine they use. An operator with a scissor lift category on their card cannot legally operate a boom lift without additional certification, and vice versa.
NPORS MEWP course categories
NPORS offers two primary MEWP categories, which align with the IPAF vertical and boom split:
- N108 Scissor Lift (MEWP Vertical) covers static and mobile scissor lifts operating on a vertical axis only
- N109 Boom Lift (MEWP Boom) covers articulated, telescopic and self-propelled boom lifts
If you need to operate both types of machine, both categories can be added to the same NPORS card during training. Most operators on larger construction sites hold both because access requirements often vary across the build programme.
Who needs NPORS MEWP training?
You need a valid MEWP qualification before you can operate one of these machines on any UK worksite. The Work at Height Regulations 2005 require employers to ensure operators are competent. NPORS certification is one of the two recognised proofs of competence for insurance and main contractor compliance purposes, the other being IPAF.
The typical candidates for NPORS MEWP training are:
- Construction operatives using MEWPs for installation, access or maintenance work
- Facilities and maintenance teams working on fit-outs, signage, lighting or cladding
- Tree surgeons and arborists using truck-mounted or tracked cherry pickers
- Events and rigging crew setting up stages, lighting or audio-visual kit at height
- Warehousing staff where racking or inspections require elevated work platforms
- Rail and infrastructure workers on overhead line or gantry access
What does the NPORS MEWP course cover?
The course structure is the same across N108 and N109 in terms of theory, with the practical element adapted to the machine being trained on. A typical course covers:
- Relevant legislation, including the Work at Height Regulations 2005 and PUWER 1998
- Roles and responsibilities of the operator, supervisor and employer
- Pre-use checks and recording of machine condition
- Manufacturer handbook, serial plate and load chart interpretation
- Safe setting up on site, outrigger use where applicable and ground conditions
- Exclusion zones and interaction with ground personnel
- Safe operation including entering and exiting the platform at height
- Emergency lowering procedures and rescue planning
- Fall arrest harness use where required by the machine type
- Close-down, parking, battery charging and refuelling
Practical assessment takes place on the actual machine type the operator will use. For the boom category, this typically includes both low-level and full-height manoeuvres, including navigating across uneven ground, basket positioning at obstacles and simulated emergency lowering.
How long does NPORS MEWP training take?
Course length depends on experience. NPORS allows flexibility based on whether the candidate is a novice or experienced operator:
- Novice scissor lift (N108): 1 to 2 days
- Novice boom lift (N109): 2 to 3 days
- Combined scissor and boom for novices: 2 to 3 days
- Experienced worker test for existing operators: Half a day to 1 day, theory plus practical assessment only
The experienced worker route suits anyone who has operated a MEWP regularly for at least three months and can demonstrate competence on the day. It is not a shortcut for new operators. Trainers will assess the candidate against the same standard as a full course.
NPORS MEWP assessment: what happens on the day
Assessment comes in three parts:
- Theory test. A multiple-choice paper covering legislation, safety, pre-use checks and emergency procedures. Pass mark is 80 per cent.
- Practical task. The candidate completes a set of operational tasks on the machine type being certified. This includes pre-use checks, standard manoeuvres and emergency lowering.
- Oral question and answer. The assessor asks a series of questions during and after the practical to confirm understanding.
Most candidates pass on the day. If there are gaps, the assessor will usually identify what needs improving and can often reassess the affected area before the end of the course rather than requiring a full resit.
NPORS MEWP card: traditional or CSCS logo route?
When you pass the assessment, you can choose between two card formats. This choice matters more than many candidates realise, because access rules on BuildUK sites usually require the CSCS-logo route.
Traditional NPORS card
The traditional blue NPORS card is issued on passing the course and does not require the CITB Health, Safety and Environment test. It is accepted on many industrial and utilities sites where CSCS is not mandated.

The CSCS-logo NPORS card carries the same scheme recognition as a standard CSCS card. To qualify, the candidate must also pass the CITB Health, Safety and Environment test. Most BuildUK main contractors require the CSCS-logo card or an equivalent IPAF certificate for MEWP operators.

NPORS vs IPAF for MEWPs
IPAF is the International Powered Access Federation and offers the most widely recognised MEWP training globally, with the PAL card. NPORS is the UK-focused equivalent with broader plant category coverage. The key differences matter when choosing between them:
- Recognition. Both are accepted on most UK sites. IPAF has stronger recognition internationally.
- Course duration. Very similar for both.
- Assessment style. NPORS offers on-site assessment on your own machines, which suits companies with fleets. IPAF is typically delivered at training centres.
- Card format. IPAF issues the PAL card. NPORS issues either a traditional card or the CSCS-logo card.
- Cost. NPORS is generally cheaper, particularly for on-site assessment of multiple operators at once.

On-site assessment: the NPORS advantage
The strongest practical reason operators and employers choose NPORS is on-site assessment. Rather than sending candidates to a training centre, an NPORS trainer visits your site or depot and assesses operators on the machines they actually use every day.
For employers this means:
- No travel or overnight costs for candidates
- No site downtime for staff travelling to a centre
- Assessment on the specific machines in your fleet
- Minimum disruption to live projects
- Group bookings usually unlock volume pricing
This is particularly useful for companies with scissor lift, boom lift and telehandler fleets, where multiple NPORS categories can be delivered in the same visit.
Frequently Asked Questions
How long is an NPORS MEWP card valid?
NPORS cards are valid for five years. Before the card expires, the operator must complete a refresher course and reassessment to renew for another five years. The CITB HS&E test for the CSCS-logo card must also be refreshed to stay within the two-year window for any CSCS application.
Do I need a separate card for scissor and boom lifts?
You need a separate category on your card for each machine type. Scissor and boom are two categories, but they can be printed on the same NPORS card if both are completed during the same course block. Operators who only ever use scissor lifts do not need the boom category.
Can I operate a MEWP without any training?
No. The Work at Height Regulations 2005 require employers to ensure MEWP operators are competent. Operating without formal training is a serious breach that exposes both the operator and the employer to HSE enforcement action and insurance complications if anything goes wrong.
What is the difference between a scissor lift and a cherry picker?
A scissor lift moves straight up and down on a vertical axis. A cherry picker has an articulated or telescopic boom that can extend outwards as well as upwards, letting the basket reach over or around obstacles. Cherry pickers are covered by the N109 boom category. Scissor lifts are N108.
Do I need to wear a harness in a MEWP?
In a scissor lift, typically no, because the enclosed platform is the safety measure. In a boom lift, a full-body harness with a short lanyard is usually required because the boom can move suddenly and eject an operator. This is covered in the practical training, and harness use is assessed during the course.
Can I do NPORS MEWP training with no construction experience?
